Four people were arrested after hundreds of vehicles blocked all northbound lanes of Interstate 75 in Hillsborough County, Florida, during an illegal street takeover early Saturday morning that ended with a high-speed chase reaching 140 mph.

Street Takeover Shuts Down Major Highway

The incident began around 1:30 a.m. near mile marker 266 in Thonotosassa, where Florida Highway Patrol traffic cameras captured a massive gathering of vehicles completely stopping traffic. Drivers performed burnouts in the middle of the interstate while spectators watched the dangerous stunts unfold on the busy highway corridor. When troopers arrived at the scene, video footage showed vehicles rapidly dispersing as drivers and onlookers rushed back to their cars and fled the area.

Authorities allowed most participants to leave without facing charges. However, one green BMW sped away from the scene at extreme speeds, prompting a trooper to initiate pursuit. The driver, identified as 25-year-old Yulian Lugo, accelerated the vehicle to approximately 140 mph—roughly twice the posted speed limit on the interstate. The chase continued until Lugo exited the highway and eventually stopped in a parking lot, where authorities took him into custody.

Multiple Arrests and Serious Charges

Lugo faces two felony charges: aggravated fleeing to elude and participating in a street takeover. Three passengers riding in the BMW—one 24-year-old and two 18-year-olds—were also arrested. Each passenger received misdemeanor highway racing charges. All four suspects were booked into the Hillsborough County Jail following the incident. The Florida Highway Patrol has not yet indicated whether additional arrests are expected or whether dashcam or traffic camera footage will be released to the public.
