A woman fought back against a masked attacker terrorizing pedestrians outside Philadelphia City Hall, kicking him in the chest when he approached her during early morning hours. Police are searching for the suspect who has been chasing multiple victims while wearing a Chucky-style Halloween mask and possibly filming the encounters on his phone.

Victim Defends Herself in Center City Attack

Jameka, who requested her last name be withheld, witnessed the masked man chasing another woman near City Hall before he turned his attention toward her. After warning the first victim by yelling across the intersection, she watched the suspect attempt to force his way into a La Colombe coffee shop. When he approached her with his phone, she took a defensive stance and prepared to fight back.

The suspect put his hands up in response, but Jameka quickly assessed he had no fighting experience. She kicked him in the chest, causing him to flee the scene. Police Captain Jason Smith confirmed investigators have received numerous tips as they work to identify the masked man who has terrorized multiple people in the Center City area during early morning hours.

Multiple Victims Targeted in Disturbing Pattern

Security camera footage captured another incident showing the masked suspect chasing a female jogger near City Hall on Wednesday morning. The woman screamed for help throughout the encounter before the man abruptly stopped and headed to the escalators at Suburban Station. Coffee shop employee Kate Egan told reporters the suspect also terrorized one of her coworkers until a security guard intervened at their location.

Jameka noted the attacker seemed disoriented and lacked clear objectives. He never reached for her bags despite having opportunities, and he appeared confused about his goals when trying to enter the coffee shop. The incidents have left workers and residents deeply concerned about safety in the downtown area, especially for women commuting during early morning hours.
