A newly sworn-in Arkansas police chief resigned this week after a viral video captured him slapping a paraplegic man in a wheelchair and placing him in a headlock during a police response to a domestic threat call.

Robert Ephlin submitted his resignation letter to Osceola Mayor Joe Harris Jr. on Wednesday, just 18 days after taking his oath of office on March 26. The footage shows Ephlin standing over Danarius Williams at the Hyatt Apartments in Osceola, where police had responded to reports of an armed individual threatening Williams’ family. The confrontation escalated when Williams verbally challenged the chief, telling him to remove his hands and fingers from his face.
The video captured a slap that jerked Williams’ head to the side, followed by Ephlin allegedly placing the wheelchair-bound man in a headlock as witnesses screamed in protest. Williams, who is paralyzed from the waist down, told reporters he believed the former chief could have killed him. This story didn’t even need to be on the news let alone turned into this. After watching the video and story I had to comment and here’s the issue. First off I guarantee you both men were in the wrong here. The man in the wheelchair and his family called the cops to begin with. Then somewhere along the line tempera got heated and the man in the chair said something that the cop instantly took offense to, which if they called, why are you saying things like that. Then the cop tells him don’t talk to me like that and slaps the man (which is wrong keep your hands to yourself, but weve all at least wanted to do this to someone once in our life!) with the mildest “Pimp Slap” I think I’ve ever seen. I was waiting on the baby powder to fly or the cop slap him so hard his whole family fell over behind him cause they all felt it. Instead it was just a solid but mild slap and it ended there. The story makes sense t sound like his whole spirit flew out of him when he got slapped. Now like I said both men were wrong and they let the moment win. The man in the chair knew what he was doing and saying to make the cop mad and he also knows he’s handicapped. Maybe he shouldn’t have provoked then idk but thats just what I’m seeing. And the cop who probably is miserable with his life and tired of people always saying things that he over reacted and lost his cool and that’s his own fault too cause of you can’t take the heat gtfo the kitchen! So all I’m saying is just because the man is in a wheelchair and they were different races, the media turned this into a manufactured hate crime for no reason. The two of them acted like assholes and they both messed up. But the cop moreso because he just had to try to be the hard ass in the end! Ok sorry rant over and I meant no disrespect or harm in anyway with what I said, I was just saying what I saw out of it and it means nothing because I’m nobody and my opinion doesn’t matter either way. I just can’t stand when the news makes things way worse than what really are!
The chief of police is supposed to have a thicker skin than that. He not only represents law enforcement but is also supposed to be an exemplar for the rest of the department. It doesn’t matter about the verbal exchange, he assaulted a paraplegic male with both a slap and headlock. That’s breaking the law. Whomever put him in that position made a bad choice.

This police chief should either do Life in Prison or be put to Death! He is the kind of (Sensitive) cop that kills people and usually gets away with it. Start giving these Ego maniacs SEVERE PUNISHMENTS FOR THEIR CRIMES AND ACTIONS AND THIS WON’T HAPPEN AS MUCH.

The chief of police was totally wrong! There’s no if and or buts about it. Who in their right mind wants to “pimp slap” as you put it a paraplegic? That’s insane. We don’t know why the man in the wheelchair spoke to the chief of police like that. How many times have people called the police and the police treat them and their families like dirt? It has happened way too many times! As the newly sworn in chief of police he should have had a thicker skin. I’m sure he has worked the beat for many years and has encountered many situations and been cussed at plenty of times. For him to slap that man who can’t walk then turn around and put the man in a choke hold is unacceptable. I believe what the victim said that the chief may have killed him. I have a gut feeling that the chief is a racist as well.
