This sounds like a complete mental meltdown. I mean the guy killed his own dog which I think is pretty sick on its own.
Unfortunately going after complete strangers like that is not that unusual anymore, but the fact he also killed his own dog like that, that’s about as psychotic as u can get. Bless the officer for having good aim
