Surveillance video showed him approaching two women and speaking with them before one woman entered a portable toilet. Moments later, Sanchez followed her inside after appearing to check if anyone was watching. The pair later exited separately, according to investigative documents.

When questioned by deputies about the incident, Sanchez admitted to having sexual relations with the woman inside the portable toilet.
