Phillip Donaldson made the horrifying discovery around 6 p.m. when his dog lingered near a dirt mound at the playground. The animal’s unusual behavior prompted Donaldson to investigate what appeared to be a partially buried suitcase. Upon opening the luggage, he found a severed head inside and immediately contacted authorities. Police Chief Dorothy Todd confirmed Tuesday that officers discovered both victims’ remains following the initial report.
The victims were described as juvenile black females, with one estimated between 8.5 and 13 years old and the other between 10.5 and 14 years old. Authorities continue working to identify both girls and have found no matching missing persons reports in the Cleveland area. Chief Todd stated investigators cannot yet determine how long the bodies remained at the location, noting only that it had been “some time.”
Investigation Underway
The Cuyahoga County Medical Examiner’s Office will conduct autopsies to determine the cause of death for both victims. Police have not disclosed whether the girls were related or provided information about potential suspects. Despite the brutal nature of the crime, authorities assured the public there appears to be no ongoing threat to community safety, according to reports from the local Fox affiliate.

The case has left Cleveland residents demanding answers about how two young girls could be murdered and disposed of without generating missing persons reports. The absence of matching reports raises troubling questions about the victims’ circumstances and whether they were reported missing elsewhere. Investigators continue gathering evidence from the crime scene while working to establish the girls’ identities. Anyone with information about the case has been urged to contact the Cleveland police immediately as the department pursues all available leads in this developing homicide investigation.
